Dedicated Video card problems

So, being fan of WWE games, tried to play on Dolphin emulator but got 30-40 FPS ingame... , my believe is that its due the graphics card.
Looked trought the video card threads on this forum, and tried to test if card is active using GPU-Z, and,
While playing games on emulator:
Intel Graphics 4000: GPU clock - 650 MHz stable
AMD Radeon HD 7670M: from 300 to 500 MHz
If i understand right, if the dedicated card is under 600 MHz, its in idle mode.
So, my question: How to make Dolphin run using AMD video card not Intel's one?
THINGS I HAVE TRIED:
*In AMD control panel turn on dolphin.exe to "Max Performance" mode [NO EFFECT]
*Different settings in Dolphin [NO EFFECT]

The WWE games are all pretty CPU intensive. Most require an overclocked CPU to run fullspeed. I'm willing to bet you have a CPU bottleneck rather than a GPU bottleneck. What other games have you played?

If available, you can buy the PC versions (the TRUE ones, not the fake ones that emulation fans create involving emulators)Tongue,of the game
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

Your Laptop is simply too weak for it . If you want to run demanding games like WWE13 , TLS .... full speed or near full speed , you will need a Quad Core i5 4670k @ 4.2GHz (all i5 mobile CPUs are dual core)

Mini PC :: (Show Spoiler)

As admin89 said, the only way to get around a slow CPU is to get a fast CPU. You'll simply have to waiy until you obtain better hardware. Possible solution: get rich friends, play Dolphin on their computers. :p

The holiday season is coming, just saying this is the perfect time to ask for cash (towards that hardware), or ask for that hardware outright.
