Decent Specs, but WW runs at 30 FPS, slower when action happens.

Ram copies have to be encoded (part of which is downscaling) at the native resolution that's why. WW makes extensive use of them for the DoF (depth of field) effects.

Just tried out Mario Kart Double Dash and I'm getting max FPS! Very excited about that. Didn't realize how much of a beast Wind Waker was.

It's not a beast if you use EFB to Texture. My laptop runs the game perfectly at 100%.
