So I cleared Fire Emblem: Path of Radiance (normal difficulty) and have the epilogue file on..
MemoryCardA.USA
in Path: \Documents\Dolphin Emulator\GC
(it's not in the specified region folder)

and I want to use my save data for the EU (PAL) version of Radiant Dawn, but I'm having a lot of trouble doing this.

Here's what I know:

1. I know there 'were' problems with easy difficulty, but this isn't the case.

2. There is NO option to load any memory card data after loading up Radiant Dawn and starting a new game.

3. Yes, I used the USA version of PoR. I know the EU Radiant Dawn will not accept other region memory saves, so:
-I got another memory card save for game cube, MemoryCardB.EUR, and I transferred the save data from the USA card to the EUR card.

[Question] -> Will the game still accept that save file? If not, what can I do to bypass this **** or am I SOL?


4. I have no clue what path the wii loads game cube save files from...

[Question2] ->Does it load from \Documents\Dolphin Emulator\GC or from one of the specific region folders? (\EUR, \JAP, \USA)?
OR
Do I have to specific the load path/import it somehow?

3. I don't think the PAL game will accept your USA save file. You could try finding a gamecube tool that converts GCI saves from USA to PAL.

4. The game reads the save from the memory card. You can specify the path here:

Options > Configure > GameCube > Slot A > "..."

Thanks for answer,

I edited the hex & file name of the USA PoR data and was able to transfer it to a EUR memory card with success, but I cannot get the wii emulator to recognize the game cube memory cards...

Do they have to be in a special Path? (I have the memory cards in the proper path for the game cube configuration, but the wii isn't picking up on them)
or
Is there a way I can transfer GC save data to a wii save file?

No, the memory card file does not have to be in a special path. By default, the path is:

C:\Users\<yourname>\My Documents\Dolphin Emulator\GC\MemoryCardA.USA.raw

No, there is no way you can transfer the PoR GC save data to a wii save file.

You might have better luck trying the "GC Save File Convert 1.0" utility from:
