D3D switching from window mode to non-native fullscreen broken?

If I set fullscreen resolution to lower than my monitor native, when I start any game in windowed mode first and then alt+enter to go fullscreen, it remains black(in win. mode upon start it shows graphics ok). If I alt+enter to go back to windowed mode, it also remain black. Happens only in D3D, not OpenGL. R5186 x64, may possibly happen in newer too. Can anyone confirm?
E7400 @ 3.6Ghz 1.33v, GTX-260 192SP 650/1400/1100/1.05v, 4Gb RAM, Windows Server 2008 x86
