Cutscene running too fast?

I'm currently playing Twilight Princess and have noticed that during cutscenes the game is running faster than the music, so the music isn't lining up at the right moments. No problems outside of cutscenes; is there a setting to fix this?

Is this happening in the latest dev build of Dolphin? Is the Speed Limit in Dolphin's settings set to 100% (Normal Speed), or something else?
