Cutscene and Menu Issues in Game

When trying to play Spyro: Dawn of the Dragon it looks like this during all cutscenes and while in the menu, though the text looks fine. Once I am in game everything looks fine. I searched around and couldn't find any solutions.

Is there any settings I need to change to fix this?

Operating System: Windows 10 Home 64-bit
Language: English (Regional Setting: English)
System Manufacturer: MSI
System Model: GT72
Processor: Intel® Core™ i7-4710HQ CPU @2.50GHz
Memory: 24GB RAM

I just tested r7151 and it has the same issue.

Edit:
I switched to Direct3D and it loads the background and cutscenes, but now it has no text.

Did you check to make sure all the disk partitions of the game are correct so that you have a good dump of the game?

yeah check the md5 hash and compare it with gametdb
