In the current builds, around r5800s I've noticed 2 games that have the same sound issue.
Spyro:Enter The Dragonfly (USA)
The Legend of Zelda: The Wind Waker (USA)

During any cut-scene the sound is randomly choppy, and the longer the cut-scene, the more de-synced the audio is. This applies for the voices in the cut-scenes in Spyro and the music in Zelda (particularly the opening part that tells the legend)

Yes, the sound stuttering is because Dolphin does not have code that smooths out the sound. If Dolphin is running at 100% speed every frame, no stuttering would occur. Unfortunately, that does not practically happen and Dolphin will need the smoothing code.

The sound desync is something that is unavoidable with High Level Emulation (HLE). The sound will not desync if LLE is used.

I'm hesitant (actually, too lazy) to try to dump my DSPs right now. Having read that thread, HLE seems to be superior so I guess it really won't be worth it. Anyway, thanks for helping me, skid Big Grin
