I'm not sure what you mean "saturate GPU usage". Do you mean can it run multiple compressonator instances at once? No it can not, but you can put it to work with the BC7 quality option, to the point it can take days to generate an entire pack.
At some point I may make it possible to run multiple instances of the same program at once, as in process textures in parallel. I've been reworking code in that direction for a long time now. CTT-PS was not initially designed to work with more than one texture at a time, but there are now several instances of parallelism scattered around the script. There's still a bit more work to do to make it work with the "Master Loop" though, and whether or not it's added and stays depends on whether or not it ends up actually being faster in the long run.
