Edit: Another beta version:
http://www.mediafire.com/file/5wtccm2rgrocuyu/Custom+Texture+Tool+PS+v25.0.b2.zip

This one should be okay to convert packs with, but I'd like to do more testing. So far I passed my own personal test cases, and haven't tried it on other packs. If anyone wants to test it out, feel free to do so. Just convert and/or rescale some textures using any tool (DDS Utilities, TexConv, Compressonator) to any format. So much has changed internally that anything is grounds for new bugs. If testing BC7 textures, load them into the viewer and see if they show up properly. Also check lower mipmaps to see if they are all there.

This should be the last "beta" unless anything serious pops up. No major changes, just a small update to the viewer so it isn't so monotonous to navigate.

Edit: Sorry my bad, I going to install both ImageMagick and DDS Utilities now and see if it works.

Edit2: Got it, many thanks for this tool.

The script is compatible with a few DDS programs, all have their pros and cons. Dolphin now supports BC7 (a DDS block compression type), so I suggest converting to that.

Compressonator - Can create DXT and BC7. It makes the best DDS textures from what I've seen. It might even make the best BC7 textures.
TexConv - Can create DXT and BC7. It makes bad quality DXT textures, but it makes nice BC7 textures. Almost the same quality as Compressonator, maybe better in some cases.
ImageMagick - Can only create DXT textures. Bad quality, should only ever used if for some reason its hit in a fallback path.

All of them are useful, and the more you link to the script the lower the chances a texture will fail to be created. If the selected DDS Program fails, it will fall back to another one. Compressonator is notorious for failing at some DXT textures, so TexConv remains a hard requirement. The script will try the programs in this order: Selected > Compressonator > TexConv > ImageMagick. At least, my next version will... if I ever get it released. It's basically done, but I want to make sure everything works on older versions of Windows, and I just recently had a hard drive die not too long ago (which had my virtual drives) so I'm in the process of setting up my Win 7/8 VMs all over again.

Also, DDS Utilities will no longer be a requirement in the next version, the only requirement for the most basic features will be ImageMagick. I managed to extend my method of creating and extracting BC7 custom mipmaps to the DXT formats, so stitch and detach is no longer needed. Creating BC7 textures will require a program capable of making them. TexConv is required for some things like the BC7 viewer, and converting BC7 to other formats (which has little use).

For now I just want to reduce the size from the pack and I can't use BC7 on olders builds because the game is running with sound issues on lastest builds (RE2).

In order to reduce the size which one is better? .dds or .jpg, the pack is on .png and to use it I will need to reduce the size I am ok if it reduce the quality a little.

Does the preload option not help in this case? You probably shouldn't need to reduce the size, try converting it to DDS first as it performs better. You never want to use JPG. If you really want to reduce the size the "rescale textures" can do that. 4x is pretty average, any lower and it can be a huge hit to quality.

you mean the prefetch Custom Texture option? It is exactly because of that option I am doing this, without it the game will lags sound and gameplay and somehow it's eating my entire Ram when i am using prefetch Custom Texture and then fail, i have 10GB free here.

You must have changed up your configs significantly because I have a similar PC and can run extreme overkill textures (nearly 3GB of textures that load in less than a minute) with all my graphics options set to maximum quality 1080p. It might help if you posted screenshots. Are you running anything else on your PC or is it just Dolphin? Are you giving it time to load the textures in completely after starting the game?

What's holding you back from the latest master build? Audio should be fine, have you tried using the buffer or changing backends? The latest master build will more than likely be the fastest.

Here are my current settings which I regard to be the safest and best for maximum quality @1080p.

The audio in RE2/RE3 is not fine in master: https://bugs.dolphin-emu.org/issues/9840
