I am still here, and am definitely grateful at the help being offered. I have taken a hex editor to the files, and have seen 2 instances of the total titleID of mario kart in the file.. changing both of them resulted in no changes in dolphins naming scheme. there is another one that seems to be most of the titleID, but missing a few numbers. If I do change this to something different, do i need to also change the other 2's titleID also, or just leave them alone?

by missing a few numbers are you referring to 01 (from RCME01)?
if so look at my post again, those are the makerid and are not part of the title id, titleid is in hex 0x0001000052334D50
(52334d50 is the hex value for RCME)

did you purge the gamelist cache? View > purge cache
the banner may not have been changed when the modification was made, check to see if dolphin is using a different save folder, if so you may need to modify the save banner and purge the cache again.

if you do need to modify the save banner, remember that anytime you switch to a new version of dolphin without bringing that modified save banner you would need to repeat the save banner modification.

maybe you should request the maker of the custom texture pack change the title id everywhere and the save banner
