Probably your GPU doesn't support shader 2.0a, try using r7589, the last one to run with older GPUs that doesn't support shader 2.0a. Please note also that some shader-intensive games (Zelda, Mario Galaxy, Tatsunoko vs Capcom, etc) will have completely messed graphics even on r7589...
