It does work. It's just that you won't be able to gain very much of an OC. Likely around 200MHz.
As far as I know piledriver will not kill power to an entire core even if it's not in use for an extended period of time. It will however put it in a very very low power state using power gating, clock gating, and throttling. The fact that the uarch already does this combined with the exponential power scaling of OCing it past 4GHz reduces the OC gains to very little.
