Hey guys, I just want to make sure I understand this correctly.

The CPU clock override setting in the Config menu of Dolphin allows my game's to run faster if I have a CPU that is capable of emulating an Overclocked Gamecube or WII?

Is my understanding correct?

What certain scenarios are beneficial for this?

Using dolphin to get 60fps on Legend of Zelda or ???

Not exaaactly... But yes it is useful for 60fps hacks and things

Certain games are locked to a max framerate. others aren't, for instance, you can make certain games like Spyro/crash bandicoot lock into a higher framerate.

Zelda is absolutely stuck at 30 FPS though.
