at settings i put 640 x 480 direct 3d , disabled fog & lighting , no sound , enabled the dual core option and idle skipping, jit recompiler and the game speed is at 45% 30 fps!!!!!!

As i already told you get a better CPU, or a better Heatsink and overclock it...
