I decided to create a backup of Dolphin and my games to put into a USB drive. I noticed that there are multiple Dolphin files like Uninstall dolphin, and the data folder. Will these files be automatically created when I move dolphin onto another PC from my USB drive?

Assuming you mean the Sys folder by "the data folder", then no, those won't be created automatically. It's important that you copy over the Sys folder and the OpenAL32.dll file, but the uninstaller isn't really going to be useful to have.

In my limited experience, if you use he “portable.txt” method of making dolphin keep its data in the application directory, any backups made are comprehensive and will boot on any computer that would normally be compatible with dolphin. 11-26-2017, 07:28 AM

turns out i can just download dolphin into the USB. don't know if it works though.
