Controller issues

I used to use dolphin all the time on my old PC build (fx6300, gtx1050ti, 8gb) but now i'm stuck with an HP all in one. The PC recognizes my afterglow 360 controller, but i cannot seem to get dolphin to respond. In the config screen, the joy sticks do not respond nor do the keys light up on screen when i press them. But, the controller is connected and i can bind/map buttons when i select the slot with my mouse. I tried 5.011333 and updated to 5.012247 and neither have worked. I have selected GameCube controller, and "XInput/0/Gamepad" is visible which makes me believe its detected, but not working somehow. I tried multiple USB ports and two controllers but have the same issue, detected but not responding. The controllers worked flawlessly on my old PC and i'm stumped. PC controls work fine. Is it my hardware? Drivers? Please help!
