Controller exists in windows but not dolphin?

so yeah, windows is seeing my controller. deleted the driver and reinstalled, restarted several times, and tried searching the search function for a similiar problem but got "no results for your query".

i tried both latest versions of Dolphin, im just pretty sure its not detecting whatever its supposed to recognize in windows correctly?

Do you have steam running or some other kind of XInput injector?
Any time I've seen this problem steam is running or someone messed with their XInput DLLs.

the only thing running is Steam, i never had a problem with steam causing dolphin to not work before. But, ill close it and see if that fixes it.

edit: i went to double-check it in Dolphin BEFORE closing Steam, and now its listed the xinput device... but it wasn't before? i dont know what changed, i didnt update anything else and i had restarted the computer like 4 times trying to fix it before so i dont know whats different... im so confused lol.
