Constant stuttering in Sonic Heroes with Dev Build but not on stable 5.0

Happens with other titles I've tried as well (wii&GC) but seems to be the worst in Sonic Heroes.

In other titles they get frame dips/stutters here and there that you don't experience in the stable build so I just usually just use stable despite the obvious visual errors that are only fixed in the dev build for a few games, but nothing like what happens Sonic Heroes.

In just the main menu you get stutters when selecting options and the moment you get to live gameplay where you're controlling it becomes non stop stuttering, visual and audio (milliseconds inbetween stutters). Completely unplayable.

At first I thought maybe it's the setting that fixes the graphical glitches causing the problem (the borderline makes the game unplayable graphical glitches) so I turned Vertex Rounding Hack off, restarted the emulation and nope, still stuttering and now it looks as bad as the stable build, but running horribly.

I figured maybe I have some setting different than in the stable build? Nope everything still sitting at the default settings.

So I don't know what is causing the issue, but it's a serious one, and I guess the mild stutters I wrote off in other titles as maybe being due to graphical fixes is more major than I thought, which warranted actually making a account to report the issue.

My specs are a 8350, 16 gb of ram and a r7 360 GPU, not amazing but considering everything runs perfectly smooth in the stable build with 8x MSAA and AF at 16x, I wouldn't think any tweaks in the dev build to fix graphical errors would cause much performance loss.

Do you have async ubershaders on with with complete shader before start. As that was intended for shader stuttering. Window high performance power plan might help also. Don't use Synchronous ubershaders though as that would be unnecessary and too much for you graphic card with your current settings. I assuming that the cpu is a and fx cpu if probably won't help much but the newest window update might help since that cpu series allows had trouble with cpu scheduling if remembered right.

So for sanity's sake I decided to go through and test the different backends. D3D11 was the one I was on and is stuttering, OpenGL was the same, stuttering, but vulkan has the game running perfectly fine, odd hitch on the loading screen from test to test, but works perfectly, tons of of objects/enemies on screen, large areas, all fine.

Was something done to the OpenGl and D3D11 backends that was just never rectified?

Also I should note in the stable build it holds a constant 60fps in the game, where as in the dev builds in D3D11 and OpenGL it drops to mid 30's-40fps non stop.

This is all with default settings except 8x MSAA and FA at 16x.
