I can tell you, a SSD won't make a difference, not a single FPS.

Why is the problem most the Hardware .. isnt so that the wii haven't so high CPU and GPU .. why we need so high resources ... isnt maybe the software not so synchronous with the games ? .. sry for my bade english

Your video card might not be getting out of power saving mode. Download a GPU clock util and check the GPU clock speed while Dolphin is running.

I've made CCC run a profile when I start up Dolphin, however, the issue still occurs. I've found that the game slows down when things get loaded in, such as a Smash Ball or Pikmin being picked from the ground and such.

I've seen some NTSC games slow down when EuRGB60 is enabled, so try unchecking that option. You should also uncheck Disable Per Pixel Depth.
