is console glitches gonna work on dolphin?

for example the glitches that was used by speedrunners, can dolphin emulate those properly?

Most glitches work in Dolphin, but not all (in particular ones that are dependent on lag).

Spyro: Enter the Dragonfly's route doesn't work on Dolphin because we can't lag the emulated console enough to lower the amount of physics steps so that we can sneak through a fence.

did emulating a game on dolphin created a glitch exclusive for dolphin?

There have been literally thousands of issues in games that only happen in Dolphin, nearly all of which are caused by Dolphin still having bugs and not emulating all features of the original console. There are probably also cases where a bug that exists in a game happens with far greater probability with Dolphin than on the original hardware due to timing differences, but I can't think of any off the top of my head.
