How hard is it really?
"0 Connected"
Press pair up, then refresh while pressing 1+2 on the Wiimote.

Sometimes when wiimote is connected to Dolphin (pair up and 1+2) but refuses to stop blinking leds, you would want to click "Refresh" button to snap out of it.

If that didn't work, then kick "RVL-CNT-01" out of Bluetooth device list, restart Dolphin, and then try again.
