How do I set this thing up? The instructions on the Dolphin website are very confusing. The DolphinBar is connected to the PC and recognized but I can't seem to get it to sync with the remote.

Well, there's not much to say. Connect DolphinBar, press sync button on DolphinBar, press buttons 1 + 2 together on your wiimote, then in Dolphin, configure first wiimote as 'real wiimote' and stuff should work.

Make sure you've put the Dolphin Bar in mode 4 and that Dolphin is using "Emulate a BT Adapter" mode. Also, Dolphin Bar in mode 4 is only granted to sync with genuine Nintendo Wiimotes, 3rd party models may or may not work...

Tried both options and it doesn't work. It just starts messing with my PC cursor. Mode 4, pushed buttons 1 & 2... it just won't sync to Dolphin.

If you mouse cursor started moving, then the Dolphin Bar wasn't in mode 4, that's the only mode where it will be picked by Dolphin. Also, try syncing with the red sync button at the back of the Wiimote instead of 1+2...

The buttons work but motion does not and it still activates the Windows menus. I give up. I'm sending this thing back to Amazon. Screw it.
Again, put the bar in mode 4. You're clearly not using mode 4 since the Wiimote is interacting with Windows itself (you're probably on XInput mode, XInput devices can interact with the Windows 10 Start Menu and other modern apps). Put the Dolphin Bar in mode 4, sync your Wiimotes to it, make sure Dolphin is in "Emulate a BT Adapter" mode and you're done. There's nothing else to configure, the Wiimote will simply work...
Edit: also make sure you've set the input to "Real Wii Remote" instead of "Emulated Wii Remote" in Dolphin's controller settings...
