Computer specs to reach normal FPS in MKW?

Here are my computer specs:

CPU - Intel Q6600 @ 3.37GHz (375*9)
RAM - G.Skill 2x2GB 1066 (Only about ~900MHz right now, impossible to stabilize x.x)
GPU - XFX 768MB 9600 GSO (recently broke an 8800GTX lol...)
Mobo - Gigabyte EP45-UD3R Rev 1.1

With this, I can run time trials in Mario Kart Wii at around 38fps, but I think the normal speed is 55fps. Why do games run that fast on the Wii but then so slow on a powerful computer XD?

What are the optimal speeds I would need to run it at full speed? I have OC'ed my CPU to 3.6GHz but it barely made any difference, and the roof for my build is 3.6 I believe.

EDIT: WOW! Audio was stealing at least 10fps from the performance. After disabling the audio, it now runs at a smooth 51fps, which is just barely under normal speed I think.

Enabling audio,decreases the speed at which you play.Disabling audio sometimes help a lot.
