My computer specs are:

Operating System - MS Windows 7 Home Premium 64-bit
CPU - Intel Core i5 @2.27GHz
RAM - 4.00 GB Dual-Channel DDR3 @532MHz
Graphics - Intel Graphics Media Accelerator HD (Core i5)
Hard Drive - 320GB

All I would like to do is play Super Smash Bros. Melee.

So I would like to know, considering my Computer Specs, which Version of Dolphin is best to use to play SSBM?

Also what settings should I set my Computer and Dolphin settings at?

Thanks.

An integrated GPU cannot run Dolphin.
Also, core clock speed is quite low, you need to OC.
And get a dedicated GPU.

You CAN play just at a very low res. If you do want to buy a video card that would depend on if you are using a laptop or a desktop and what res you want to play at.

For a lot of games 1x on minimum settings is still too much for an IGP to handle, especially an intel IGP like his.

What sort of budget do you have for a GPU?

Because I would personally recommend either

http://www.newegg.com/Product/Product.aspx?Item=N82E16814102941
A 6770/5770.

or

http://www.newegg.com/Product/Product.aspx?Item=N82E16814130572
A GTS 450.

These are both capable of 3x scaling on most games, and these will let you play them at 1080p no problem.
(Some "weaker" games can run at 4x!)

However, if you only care about running them,
then this is the lowest I would go...
http://www.newegg.com/Product/Product.aspx?Item=N82E16814130612
A GT 440.

Or...

http://www.newegg.com/Product/Product.aspx?Item=N82E16814102952
A 6670.

Both can run at LEAST 2x scaling, which is enough for 720p.

Thats why I said VERY low (aka 0.5x)

But weren't those options removed in recent revisions?

Possibly. As of 3.0-80 (the revision of my latest local GIT build), I can't seem to see any more hard-coded sizes that are lower than 1x. They used to exist in Dolphin 3.0 (at least).
The "Auto (Window Size)" internal resolution setting (with a perhaps ridiculously small window) MIGHT be the only available choice for low-res at this point.

(On an unrelated note, as I edited, for a (short) while, I just saw posts getting garbled with lots of <a>'s around o_O)
My computer specs:
OS: Windows 7 Ultimate x86
CPU: Intel Core 2 Duo E6750 @2.66Ghz - 2GB of DDR2 RAM (400Mhz)
GPU: NVIDIA GeForce 8800 GTS 512
