Are Dolphin's compression options scrubbing/shrinking ISOs?

I was of the impression that the currently implemented compression did not, and simply compressed the images enabling them to be restored to a pristine state if desired. However I read this post...

...which seemed to indicate that though GC ISOs were not shrunk, Wii ISOs were scrubbed.

Can someone provide some clarity here?

Also, at what point were the shrinking options purged from Dolphin? I thought it once supported shrinking separately (or perhaps in lieu of) compression.

game cube isos are compressed
wii isos are scrubbed and then compressed
game cube isos can be returned to there previous state
wii isos can only be returned to there state from right after there scrubbed
