(My dream of posting in this sticky thread has come true.)
Took some tinkering around, but I got it [color=green]working[/color] for my Vaio laptop. Hope this can help someone (most likely in North America).

Bluetooth adapter/dongle: Rocketfish Micro USB 2.1 Adapter

BT Stack: Toshiba 9.0 (latest version from official Toshiba site)
OS: Windows 7 x64
Dolphin build that officially worked for me: Dolphin-win-x86-v3.5-367.7z (-- The current most stable version. I tried the Master 3.5 latest testing one just to see how that goes, but that did nothing for me.)
Connection Advice: A dongle definitely made a difference for me, as oppose to relying on my internal BT adapter.

Simple rundown:
1) Download Toshiba stack from official Toshiba driver site. (link)
2) Rely on Sukid's 2011 tutorial post in order to understand how tosfrusb.inf works. It's actually pretty easy as long as you save the .inf outside of the BT stack folder and have ample enough of time/patience to copy your USB ID onto every SINGLE line. When you finish up with the first group of 165 or 166 lines, just copy all of those lines into the second group. Unfortunately, for the naming part at the bottom, you'll have to copy/paste all of them individually.
3) Once you have the Toshiba Stack drivers installed, head to Smoothboard's Toshiba tutorial page. It comes with pictures so you know you're doing the right thing. Just ignore anything that has anything to do with Smoothboard's Air Duo (or whatever) program.
Tip: After getting the Toshiba Stack installed, there may be a small period where your dongle may not show up. Well, in my case, all the USB ports stopped working after the installation. I had to shut off my computer for the night after installing Toshiba. Today, I turned everything on and the USB ports were not responding with anything I had plugged in. Unplugged everything in the USB ports. Then, I simply restarted the laptop and everything works like it was last night. Then, I noticed my Wiimote was noticed by Toshiba Bluetooth Settings, but the green/yellow lines were not showing up. So, I right clicked the icon and selected "Connect". Woo-lah!! Green/yellow lines show up.
I head to Dolphin and opened up both builds that I wanted to use. The stable build reacted instantly and I was playing Xenoblade before I knew it. The sound isn't too perfect, but that goes with the build's speed, I suppose. (i.e. crackling)
So, anyone struggling to connect to Dolphin, like me, with a TR remote and no Player 1 light showing up (although all 4 lights will flash + occasional rumbles), I'm another one of those proofs that Rocketfish + Toshiba really works.
Now, I just hope this can last for a very long time. ^_^;
Edit Tip #2: I forgot to mention this. I did the full CD installation of the Rocketfish adapter before uninstalling the Widcomm Stack that came with the CD. I did try to use Widcomm just to see if it did anything but all it did, at most with the red Sync button, was make the Wiimote rumble without any of the four lights flashing. That was just a small improvement over my internal BT Stack that did nothing but have the four lights flashing. Bottom-line, make sure you have no other Stack interfering with Toshiba's in the Device Manager section. Your Bluetooth DM listing should show four things that are all under Toshiba in their Properties' section. The Bluetooth Radio portion should have Generic Bluetooth Adapter and Microsoft's Enumerator.
