It's still a bit unclear to me what your exact plan is. So you currently have a laptop but you're not happy with it and want a new one? Am I understanding correctly? And do you absolutely need Dolphin to run, or are you just interested to know if a laptop like that would run it?
There isn't really a laptop for that price that could run Dolphin decently. For around 500$ you could build a budget desktop with G3258 and 750 Ti that runs Dolphin quite smoothly. As a general tip regarding pc hardware, you should never, ever buy an all-in-one. I don't know if you're into pc gaming at all, but generally you would need a pretty powerful pc for smooth performance, and even more so for Dolphin as it needs to imitate the Wii's hardware as it runs (which is very demanding).
If I were you, I would either forget about Dolphin altogether or (if you genuinely want to use it) save some money and buy a more powerful desktop or laptop at some point down the road. Buying a desktop would save you quite a lot of money since laptops are generally really overpriced. For a general idea, a laptop that runs Dolphin well would go for around 1200$ which is quite a lot. If you built a similarly powered desktop, the price would probably be 800$ (plus 100-200$ for a cheap monitor if you don't have one already). The components compared here being something like i7-4200HQ and GTX 960M/970M (mobile) vs. i5-4590 and GTX 950/ R9 380 (desktop).
But go ahead and clarify your situation a bit, it would make helping quite a bit easier
