Choosing Region settings

This hasn't been an issue until now, but currently Dolphin seems to think I want to be using Japan's menus/language for the Wii. I can't choose to update the system to any region other than Japan, and up until now the in-game Home screen remained in English, though it never actually had a functioning Home Screen. Randomly, Dolphin started showing Japanese text for the opening screens (the ones that tell you to hold the remote a certain way, watch for your surroundings, etc.) and the home screen, even for games marked as the US region. This is fine for the few games which offer a language selection screen on startup, but some games (such as Tetris Party Deluxe) just assume the Wii system language is your language.

Is there any actual way to set the region of your system? I could only find one thread discussing regions, which never received any actual help, and got locked for "necroposting"

If you want to change the language displayed in games, the Wii Remote warning screen and the home menu, just change the language setting in Config > Wii. (This is separate from the language setting in Config > Interface and the language setting in Config > GameCube.)

If you want the system menu to not be Japanese, you have to delete the Japanese system menu first. I'm not sure if there's a clean and easy way to do this (other than deleting the whole NAND, which has the side effect of deleting all Wii save data). It is possible in some way, though.
