Hi this is probably a stupid question and probably no one will investigate this because it would involve hard reverse engineering and copyrights issues with Sega but here goes.
As you know Virtua Cop 3 never seen the light of day in any home platform. There were discussions and rumors for xbox 1 which never happen and the same for wii. In the end all we got was Ghost Squad. Also an xbox 1 emulator is still far from being complete. There is one but only one person is developing it. Some games are supported but some aren't besides this from what I could obtain the instructions set of xbox is a pain in the a** very long and extensive when compared for example with PS2.
Looking at MAME there is no news there I don't see an arcade emulation for chihiro platform coming from there that soon probably due to the same problems. In fact if we look at MAME they don't emulate one single console based system. For example Triforce (Gamecube based) is emulated with a branch of Dolphin, so I can almost bet that MAME will never be capable of emulating Triforce, Chihiro or Lindenberg systems.
Now going back to Virtua Cop 3 I'm sure a port to Wii system wouldn't be hard (for Sega at least) since they did it for Ghost Squad which even required 512Mb of RAM when it is proven that Virtua Cop 3 runs fine with 128Mb. So my question, is there any know how capable of porting a chihiro game into Wii platform? As I said initially no one has the source code of Ghost Squad much less of Virtua Cop 3 so reverse engineering of the game would be required (not an easy task). Maybe the guys having the Debug Xbox can actually access this easily. Still porting it to wii platform would require very deep know-how of Wii. Unless of course someone managed to get access to Sega's migration script since I'm sure that is what they did to port Ghost Squad and probably would work on VC3.
I'm not even going to discuss copyright issues if Sega knew about this. One thing is emulating another thing is to recode their games for sure it would arise heavy legal issues.
