Cheats Manager greyed out with cheats enabled

I'm having troubles accessing the cheats manager in Dolphin 5.0-11238. I went to config and checked the Enable Cheats box, but the cheats manager is still greyed out. Any help appreciated.

You need to start a game before you can use the cheats manager.
