Changing new button config

hi im having issue abt changing button config, im using dolphin 5.0 n play Rune Factory series (currently Tide of Destiny)

when the first time i install dolphin it work fine n i can save my config controller profile but right now when i try to change it n save it, it doesnt affect my controller in game it still using my old configuration

been trying run dolphin as admin, n change it folder location from C: Program Files to Disk D but nothing happen

n i been trying to change keyboard config to my game pad it doesnt work either
