If you put CFW on it, it doesn't matter what region you're in; you can do literally anything you want. Is there a reason you can't just bring your Wii U and use it there? Whatever the reason, if you just install Haxchi and do CFW, then you are basically in control of everything, so anything goes. Also, I believe you can change the language on your Wii U, but only to languages in your region. For example, I remember on my American Wii U, I had a few options for Spanish and such because there are Spanish-speaking countries in the Americas. If your Wii U is European, I'd expect it to have a few languages.
