cant uninstall, need to reinstall

can someone help me? im trying to uninstall dolphin 5.0-16793 because all of a sudden the textures all went bad it had like letters and numbers out of place everywhere and i even tried deleting and reinstalling the games i use but it wont let me delete, if i try through explorer it says its deleting them then i refresh and theyre still there. i tried deleting with command prompt and powershell but it just says access is denied
also there is no uninstall program


can someone help me please?
