Cant open dol[phin

When i try and open it i get "The program can't start because api-ms-win-crt-runtime-i1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem" Reinstalling does not help...

1. Make sure that you have the latest Windows 7 Servicepack  (SP1) installed and try again.

[color=#2a2a2a]Please start the[/color][color=#2a2a2a] command prompt (cmd.exe) with admin rights [/color][color=#2a2a2a]and run:[/color]
[color=#2a2a2a]sfc.exe /scannow[/color][color=#2a2a2a] [/color]


[color=#2a2a2a]If this doesn't solve the issue of the framework/runtime not installing something is very wrong with your Windows installation and nothing short of a complete clean reinstall of windows will resolve it.

I have seen this issue happen on multiple computers and as a Certified Microsoft IT professional I have tried literally anything to fix this (Up to and including calling MS, using TECHnet/MSDN and discussing and trying to solve this with multiple other colleagues in my company)[/color]

Sorry for the late reply  i did what you asked and i got this in the cmd window "Windows resource protection found corrupt files but was unable to fix some of them. Details are included in the cbs log. and when i try and open cbs log it wont let me saying access denied

Your OS is screwed up. Your easiest fix is reformatting and reinstalling windows.
