cant init any padplugin + core configuration

I have a problem with my Emulator

i wanna start a game then comes the errormsg

canÂ´t init any PAD plugin
couldnt init the core check your configuration

on my vista pc it works but now on my Windows 7 doesnt work
pls help..

it works for me on windows 7
