cant get custom textures to load on recent builds

Hi all sorry if this is a basic thing but I cant get custom textures to load in new builds of dolphin.. not sure what im doing wrong. I ticked the box load custom textures and tried the preload texture option aswell. yet they don't load. I see the writing in the top left but it ses  custom  textures 0 of 0s.  I know this the texure pacsk work because using 5.0 does not have this issue...  how do I fix this? I have tried with 5.0 4913 and now the latest build 5.0 9470 but still not working did I miss something?
OS: Windows 10 64bit
CPU Cooler: NZXT Kraken X52
CPU: i7 7700k 4.5ghz
MB: ASUS MAXIMUS IX FORMULA
GPU: GIGABYTE AUROS RTX 3080 Xtream
RAM: Gskill TridentZ RGB 16GB 3200mhz
HD1(OS): Samsung 840evo 250GB
Game drives
HD2: Samsung 860EVO 1TB
HD3: Samsung 860EVO 500GB
HD4: WDCB1TB

Did you place the textures in "\My Documents\Dolphin Emulator\Load\Textures"?

Some old texture packs used a different file naming convention and no longer work with versions of dolphin from the last 3 years or so. All of the popular ones are available with the new convention, though.

Do you have this problem with all the texture packs or just one?

Tried with mario kart wii and nsmb. Both loaded textures fine.

Check you are not using portable mode and tried different graphic backends.

Also check texture folder naming. I think complete game id is not necessary. ie mario kart uses just RMC
