cannot open games

When i try to open Pokemon rumble dolphin crash and i get "Dolphin.exe has stopped working"

svn R 4771 x64

"use panic handlers" checked (no opengl rendered problem)
no driver issues (tried every graphics plugin and nothing changed)

No, there's no other errors
I also think it's very weird

I also tried other new and old svns and nothing changed
