It is unreleased at this time, but, when it is eventually merged, it's not going to be put into 4.0.2.
You should really consider using the latest versions, they are faster than the older ones considerably in most situations. If you do have performance issues that are worse than 4.0.2, I'm sure other forum users would be happy to help you.
As far as I know, the Tingle Tuner is not compatible with the VBA <-> Dolphin GBA emulation.
