Cannot get action replay cheats to work.

I have seen tons of these threads around yet they never seem to get solved. How do the cheats work? I simply cannot get them to work unfortunately. I have checked the enable cheats box in the settings. I have selected the game then went to the cheat manager and enabled them and clicked apply. Still nothing. Went to the properties of said game and checked them there. Yet again nothing. Nothing seems to work. Any suggestions? I am playing Wind Waker and running r7671.

I just tried that on 3.0 and AR codes worked perfectly. Try version 3.0.
