I downloaded the direct x runtime file, and the same error still comes up

you need the runtime 2010

Well, have you tried to install the Microsoft Visual C++ 2008 Redistributable Package? I think, Dolphin needs both the 2010 and the 2008 runtime.

While I know that for some weird reason installing both helped your pal, that is simply wrong. Stop suggesting that, please. (btw I really shouldn't need to tell this all the time to you, it's getting kinda annoying)
