Cannot connect to Netplay

For some reason I am unable to connect to Netplay via Dolphin.

To start, I am currently on a Windows 10 Desktop PC that is connected via Ethernet Cable.
I'm unsure if it matters, but these are my settings in Dolphin.



I have made sure that there are exceptions in my Windows Firewall & Windows Defender for all Dolphin versions I have on my PC and my Router Firewall is off.

The game in this example is Tatsunoko Vs Capcom if it matters. The versions I tried are the Melee Netplay version that the TvC Discord uses and the recent development build. Regardless of the version I use I cannot connect.

When I try to join a game, it sits for a few seconds then says "Unable To Connect!".
When I host a game, anyone that tries to join in can't; they show up for a few milliseconds in my list and then disappear, too fast to even start the game.

What makes this very strange is that 5 months ago I was able to connect to Netplay just fine with these settings so I'm not sure what the problem is now.

Does disabling cheats help?

It did not help. :/

However, I double checked a few things and now people can join my rooms at least. I have no clue what did it though, but here are a few things I did to troubleshoot.

1 - I l0ogged in my Arris modem that I use to go online and opened port 2626 both ways on my normal IP address.

2 - I noticed I was getting the "Failed to write BT.DINF to SYSCONF" when I first open a game with a build. To fix that I first ran DOlphin as an admin AND then I erased Dolphin.ini from My Documents and the local directory the portable builds uise

3 - I made my Defender exceptions exclude the entire Dolphin Directories.

Don't run Dolphin as admin, instead make sure that the Dolphin Emulator folder in Documents has full read/write privileges for your user.
