Can you make Dolphin run full speed 100% of the time?

I believe I have finally found my fps problems. I have noticed when I am playing in windowed mode, that the percentage up at the top (thats dolphins speed right?) would randomly drop below 100% along with the fps/vps causing my stuttering. My question is there any way possible to have Dolphin stay at full speed all the time? Or at least not have the audio freeze and stutter with fps drops? I believe if I could fix this problem then I could achieve perfect emulation.

The problem will dissipate as you play the game more and more and the shader-cache fills up.

So its the shader caches problem, not the emulator not running full speed then?
