Can you import saves from a physical memory card for all games?

I've tried using Save data from animal crossing.
I used the .gci which i got from GCMM on Wii Homebrew from my physical memory card.

When I load the virtual memory card and import the .gci, it recognizes it in the memory card manager, town name and all. However, when i start the emulation for animal crossing GC, It either tells me i need to format the card, or it just doesn't recognize the save data at all.

a few things:
The ISO is USA.
The physical copy which i played the data from the physical card is a PAL version.
I am using a dolphin generated RAW memory card to import it. Not the Raw dump from GCMM app on homebrew.

would particular games be fussy about transferring data to other cards? prehaps this is the issue?

Using a PAL save file in an NTSC game isn't going to work unless you can convert it somehow.

You have a PAL copy, so just dump it. That'll work.
