EDIT: This is under the assumption that the E1 in question here is an E1-1200 or E1-1500.
Refer to this thread: https://forums.dolphin-emu.org/Thread-ca...e-hedgehog The E1 is basically the same as the E2-1800 processor mentioned in that thread (though the E1 runs at 1400MHz or 1480Mhz instead), so all the advice in there applies to your situation as well.

Assuming the E1 you have is the 6010, it will run. Expect some intensive levels to lag a lot.
Your specs are almost similar to mine in performance terms (even though my APU has higher score), same with the GPU. Don´t expect it to run at higher IRs either. Mine has 501 single thread performance while yours has 483, for instance. Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.
Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

It will run, but not at a very enjoyable speed.
Hell, it´s damn worse than my lap´s (both processor- and GPU-wise). http://www.game-debate.com/cpu/index.php...0Quad-Core http://www.game-debate.com/gpu/index.php...on-hd-7310 Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

One thing though is that, since that thread was made, "Asynchronous (Skip Drawing)" has since been added to Dolphin which may be useful on very low-end hardware such as your E1-1200. Userbenchmark, HWbench, and technical.city, notebookcheck, and Anandtech would be much better choices for comparing performance.

I was able to run TimeSplitters 2 arcade mode with no bots at half speed on an E-350 without any tweaking. Also the surround sound test in Rogue Leader runs at a full 60fps on the very same E-350, again with no tweaking. Admittedly, I believe I tested this stuff back on Dolphin 4.0.2. Of course, this was also before "CPU clock override" was an option. Lastly, I did mention that many 10+ year old dual core CPUs would actually be considerably faster and can likely be had for stupidly cheap if not free.
