Im trying to get my friend a melee netplay capable PC and I've found some cheap ones but i need some people to let me know if these can run melee because I have no knowledge on this subject.

You can build a cheap desktop (~$400) with a G3258 and overclock it to have it perform like the i5-4690K/i7-4790K. This is because Dolphin only uses 2 cores on the CPU, and the faster those two cores are, the faster Dolphin will run.
