Depends on you Tongue Some people think, that 70% speed is enough. And other people think, that 70% is too slow.

Should I use Dolphin r5186 for this game? Or the latest work good?

Old builds are usually faster. Latest builds are usually more accurate and reliable. Try both

Just tried it out, was getting 80% the lowest when there was so many soldiers, can I use dx11 on graphics plug in? I can only select Direct3D9 and Dolphin OpenGL (which was really slow). Maybe I can get a nice fps boost on dx11? Also there is no backend option which I saw here http://forums.dolphin-emu.org/Thread-settings-for-best-speed-unofficial. I'm using dolphin r5186 x64 which I downloaded then extracted then run.

These old builds used graphic plugins and not backends. DX11 couldn't be used with Dolphin in this time. That's why you can't find any DX11 plugin.
Anyway DX11 shouldn't boost the game. It's usually slower than DX9

Thanks for the help, yeah, tried it out. DX11 is slower, r5186 is much faster with this game compared to the latest one.

That's why admin89 suggested you this old build. He thought it would be faster for your system.
Btw rumor has it that very latest builds are faster. But I still haven't tried them to judge. Which build have you tried?

I can't get fullspeed with Dolphin 3.0 - 793 but i can get 130->175% speed with Dolphin 5186 x64 - OpenGL - 2x native - 1366x768 fullscreen , 4x MSAA , 16x AF
You may consider getting yourself a decent graphic card ( AMD 6670 GDDR5 if your PSU is good enough) and overclock your CPU to 3.3GHz

Yeah, will be getting that gpu so I can crossfire with my integrated Smile Tried OC to 3ghz and this is what I got
