A side note, use older drivers, im not sure but i think 2.3 is the one you want. this is because of a memory leak in newer drivers

The video card doesn't make any difference as far as speed goes, what matters is how fast your cpu(s) are. You do need a decent video card to run Dolphin, but you won't get any speed gain from it as of yet. I did post a feature request that Dolphin should actually use our video cards to gain speed, but who knows if it will happen.
Asus Laptop: K53TA
OS: Windows 7 Home Premium, 64-Bit - SP1
CPU: AMD Llano A6-3400M, Quad-Core, 1.4GHz-2.6GHz (Overclocked)
GPU: AMD Radeon HD6650M, 1GB GDDR3 (Catalyst 13.1)
RAM: Samsung 4GB DDR3-1333

Video card speed does matter actually, if you crank up the antialiasing and anistropic filtering all the way you can get lag, however the cpu is the most important

Bah. Forget the 4650. Spend the little few extra bucks and get the 4670. 40-50% increase in performance for a lot of games and only costs 10 bucks more or so.
Windows 7 RC Build 7100 x64 || Windows Vista SP2 x64
Intel Core 2 Duo E8500 (3.16Ghz)
ATI Radeon HD 4870 512MB (750Mhz/900Mhz)
OCZ Vista Gold 4GB RAM (2x2GB) DDR2-800
Asus P5QL-E
OCZ GameXStream 600W
