Linux is always an option, and I find its RAM utilization to be even less than Windows 7. Besides, if OP ends up with Intel graphics then using Linux could very well actually result in better performance.
Dolphin 5.0 CPU benchmark

CPU: Pentium G3258 @ 4.5GHz 1.24v
GPU: Intel integrated
RAM: 4x4GB Corsair Vengence @ DDR3-1600
OS: Linux Mint of some variety + [VM] Win7 SP1 x64

Well the CPU of the i3-8130U should be a bit faster to somewhat faster in Dolphin while the GPU of the Ryzen 2200U should be a bit to somewhat faster.

Dolphin cares more about CPU performance, so the i3 should generally be a better for Dolphin, but no guarantees. You did say you wanted a 1080p screen though, and it does have that as well as more RAM which may or may not work in a dual-channel configuration (if it does, then that could farther help GPU performance).

Thing is, while Ryzen's stronger iGPU is normally a key strength, the 2200U has the lowest end Vega 3 iGPU. By comparison the i3 has Intel UHD 620 which is only maybe 10% slower than their highest end UHD 630 (which itself is around half of the performance of the mid-range Ryzen 2500U's Vega 8 iGPU).

Ah, now that I could understand! Wink Thank you very much for all the help, I appreciate it. I'm gonna go with the Aspire E 15. Also thanks to everyone else who contributed to this thread. You have all helped me gain a bit more computer knowledge and helped make sure I made the right choice. Best Regards to all of you.
