Can't select any other hard drive in the "Browse For Folders" Dialog Box for Dolphin?

Whenever I try to add a Path for game ISOs on Dolphin, the only thing that comes up is a "Browse for Folders" Dialog box which only shows the "Desktop" and my "User" Files as an option. There is no way to get to any other hard drive, and there is no way to enter the path of a folder.

Is there anyway to fix this?

Go to folder : Dolphin\User\Config
Open Dolphin.ini and type your path
Note : "¥" = "\" . You should type "\" instead , I can't do that because my system OS is in Japanese
