Can't Run Dolphin Because of Missing File

I'm missing MSVCP140.dll and without it Dolphin can't run.
I have never had this problem before, so I don't know if there's something wrong with the most recent version (4.0-7820), or it just need a really specific file to run.

The download won't ever come up, even if I refresh and try again.

The page is stupid, the pre download page looks the same, but has the download links, *after* you tried to download.

If you're using Chrome, look all the way to the right of your address bar. If there's a little shield there, click it, and allow the page to load unsafe scripts. Your file should download then.
